Gang members should be encouraged to use their resources and skills to go down "a more legitimate business route", Chuka Umunna has claimed.
As the anniversary of the London riots approaches, the Shadow Business Secretary told the Financial Times the disturbances were caused by a "sense of deprivation and not having a stake in society".
"If we are trying to give people a stake, we need to find out what is it about gang members that leads them to use their resources and skills to go into criminal and gang activity rather than down a more legitimate business route," he said.
Meanwhile, the mother of Mark Duggan, whose fatal shooting by police sparked the riots, has called for justice on the first anniversary of his death.
"We still have no answers about why my son died," Pam Duggan said. "Why aren't they giving us the information?"
Former mayor of London Ken Livingstone has blamed the riots on lack of opportunites for young people
Livingstone told Sky News: "The real problem is if people are growing up in an area where they have no prospect of a job they are more likely to end up being caught up in an event like this."
