The International Monetary Fund (IMF) has warned cutting government spending in a recession could cause "permanent" damage to the economy.
In the IMF report, governments have been urged to delay austerity until growth returns, or to shift the burden onto higher taxes and benefit cuts.
Nicoletta Batini, one of the authors of the paper, said "If you diet when you are sick, you'll probably get a lot sicker".
