Former Transport Secretary Justine Greening was told about flaws in the West Coast Main Line bidding process and launched an investigation days before she lost her position in the cabinet reshuffle, The Times reports.
A Downing Street spokesman said she should not have been expected to know of the issues earlier, as they involved extremely complex minutiae that ministers would not be involved in.
The total estimated cost of the fiasco could reach £40m.
Sir Bob Kerslake, the head of the civil service, this morning said "clear errors" were made in the process.
"Tough headlines for the civil service today. Clear errors made on West Coast franchise. Need to learn lessons from this for the future," he tweeted.
