Government fails on circus animal ban
The Government has failed to produce a detailed plan to implement a ban on the use of wild animals in circuses, animal-rights activists have said. Despite a pledge to implement the ban by the end of 2012, the Department for Environment, Food and Rural Affairs has instead produced as lengthy document outlining a "temporary" licencing system.
