The government has dismissed rumours about the Saville inquiry into the events of Bloody Sunday as "speculation". Earlier The Guardian reported that the 12-year inquiry, finally due to be published next Tuesday, would charge soldiers over the fatal civilian killings in Northern Ireland in 1972.
