The head of prisons and probation in England and Wales received a £20,000 bonus on top of his £150,000 salary, it has emerged.
Michael Spurr was awarded the sum even as the chief inspector of prisons described many jails as "unacceptably violent and dangerous".
The Prison Officers Association has hit out at the financial reward calling it "scandalous and shameful".
POA General secretary, Steve Gillan told BBC News: "It's absolutely disgraceful that those who are overseeing a crisis in the prison service have been rewarded with performance bonuses.
"It's scandalous that they're being rewarded for failure."
