IPSE have responded to Stephen Lloyd MP.


Responding to Stephen Lloyd MP's comments on IR35, Andy Chamberlain, Deputy Director of Policy at IPSE said:“This is just one of the many problems which have plagued the disastrous IR35 laws ever since they were introduced in 1999.

“Just this week, an IT contractor successfully argued in court that HMRC had incorrectly determined that he was caught by IR35.

IR35 is so complex, it seems not even HMRC can accurately determine who it applies to.

“And then there are the ill-judged changes the Government made last year in the public sector.

“By pushing the responsibility for determining IR35 to the end client, many organisations feel forced to take a blanket approach – pushing all off-payroll engagements into IR35 unfairly.

“If the Government extends the changes to the private sector, the chaos and uncertainty is only going to intensify, further undermining confidence in the fastest growing part of the UK’s labour market, the self-employed.”
