Matt Thomson, Head of Planning at the Campaign to Protect Rural England responds to George Freeman MP's article on the Five-year land supply


A plan led system is essential in delivering the homes that communities need in the right places. With a plan communities have a say in the location and type of development in their area. Without one, the needs of local communities are ignored by developers and valued countryside is needlessly destroyed.

While plans clearly guide development to suitable locations, our planning system and the newly proposed planning rules, including those relating to five year housing land supply and the housing delivery test, threaten this. The NPPF should refocus power in favour of delivering locally agreed plans and the homes that communities need.
